I was asking for someone to need a keyboard silent when I remembered the time he worked in an office full of people typing on their keyboards.
Today, fortunately, there are many keyboards “short key” to reduce noise much. Thanko Japan has something better, the Silent Keyboard EX. Its keyboard includes more padding under the keys, and the pulse is soft and does not sound much. Its sound is only emitting 44.5 dB and its 16.5 dB quieter than average usual keyboard.
